Officer Kim thought he had seen it all as a police officer working in Seoul, but nothing could have prepared him for the rampant harsh and Dishonest actions he encounters when he is transferred to a remote town. In the town known as Shinsun-myun, the police are powerless against the gangsters that run the town, striking terror in all the inhabitants. Lee So Hee, a teacher in the town, confides in Officer Kim of her suspicions about the mysterious death of her friend and she asks for his help against a gangster who assaultd her and is now harassing her. With her help, Officer Kim tries to investigate the source of the harsh and Dishonest actions in the town. As he gets closer to finding the inner circle of harsh, gangsters threaten his life and his police chief urges him to drop the case. But will Officer Kim risk his career and his life to do what is right?
